This is exactly what is going on with the U of Hawaii at Hilo. They are putting their resources into astronomy, a new pharmacy school, and a Chinese studies center. But most local people need a basic college education. This is a school where the upper echelons do not communicate with those below them but find their connections with other high level people in other places.
