This is El Greco’s Portrait of a Cardinal. It is at the Metropolitan Museum but the largest collection of El Greco’s work outside Spain is at the National Gallery. The Counter-Reformation raged, and he painted its spirit.
The cardinal in question is believed to be Fernando Niño de Guevera (1541-1609), Grand Inquisitor and, from 1601, Archbishop of Seville. The portrait has become synonymous with the Spanish Inquisition.
Tom has suggested a modern title for this painting, which I like a great deal and will modify slightly: The Descent Into Hell of Cardinal Ratzinger.
