This just in:

We were both much better equipped to read situations and get out of them than is your student.
And I was stalked once, by someone who had also threatened to bomb a building on campus, who had threatened and also attempted suicide and who, as it turned out, had only supervised visits with his child due to threats of grave violence. City and university cops were very good but it took the administration a whole semester, and a letter from a lawyer known to be feared by Exxon, to put OSHA safety standards in place. Their foot dragging and refusal to take the situation seriously made it get progressively more stressful rather than subside.
By this I do not mean I am taking the student´s side against you, but that I see what this situation may have been like for her. With the kind of connections you have it is surely possible to get a police report for a fee. An affidavit could also have been filed at the Embassy. Consular officers are available by phone. I strongly urge you to be less casual in the future.
The point: if your student becomes a crime victim or possible crime victim, do have them file a report. Every minute you spend hoping the situation will evaporate is a minute in which it undergoes mitosis, increases and multiplies.
Please note as well that merely reporting to an immediate superior is insufficient. Inaction on their part can mean that responsibility devolves to you or at least, that your job will be the one on the line if things take a turn for the worse.
