That’s exactly it.

On French vs. Spanish, Spanish is far more cosmopolitan, and French is far more standardized.
Spanish has more tenses, more flexibility, and more variation in core vocabulary, and there isn’t just one metropolitan way of speaking it (it’s less centralized, and that’s been by design if you read what linguists wrote 200+ years ago).
