Also a variety of current stories in the blogosphere about the fact that most states spend more on prisons than higher education and incarceration outlays have increased 6X the increases in higher ed. since 1990.
I have met a few DoD language people. High level intelligence dude for German, couldn’t really speak German all that well; interrogator for Afghanistan, only knew a few words and rote sentences in Farsi and Pashto, the languages she was supposed to speak. Re Spanish, Mexico, etc., well the narcos sure are bilingual.
